You can only buy or sell with:

• a cheque that is not transferable or payable to cash, or
• an electronic funds transfer, excluding e-currency.

Second, there is extensive record keeping when trading scrap metal.

When a dealer buys scrap metal from you, he/she needs to record:

• description, including quantity and/or weight
• for motor vehicles, the vehicle identifier
• the name and address of the seller
• the identification details of the seller
• the date and time of purchase
• a copy of the cheque or electronic funds transfer, and
• his/her own name (or employee name)

Other than that there are specific requirements for copper retention and retention of vehicles, which are introduced to prevent the theft of scrap metal.
